Preparing for CMS certification was going to be a labor-intensive task which involved gathering system artifacts to substantiate that the system met all 422 system review criteria from the certification checklists that were determined to be applicable. In order to estimate that effort, the team assigned one of four size ratings to each of the criteria and used as standard level of effort for each of those sizes. The below represents the summary of that estimation process.
