This article by the Kaiser Family Foundation notes that the Affordable Care Act (ACA) establishes streamlined enrollment and renewal procedures for Medicaid and CHIP (Children’s Health Insurance Program). As someone who has worked in Medicaid managed care plans, I can personally attest that one of the more vexing issues has been the constant enrollment and disenrollment churn by beneficiaries and the resultant impact at providing continuous care for those beneficiaries. The successful experiences by two states – Washington and Rhode Island – in implementing improved renewal processes as well as the challenges faced by Medicaid managed care plans are discussed in depth.  A worthwhile read for anyone involved with Medicaid.
